State-level rules; the federal Protection of Movable Cultural Heritage Act needs a permit to export significant fossils and meteorites.

Fossils in Australia are regulated by each state and territory. The general pattern is landowner ownership on private land and prohibition in national parks and reserves; several states (Queensland's Fossicking Act, Western Australia's Mining Act and Heritage Act, South Australia's Opal Mining Act for opalised fossils) require fossicking licences for public land, and Tasmania and Victoria treat fossils in reserves as protected. The Richmond and Winton dinosaur country of Queensland is private grazing land with museum-run digs.
Federally, the Protection of Movable Cultural Heritage Act 1986 lists palaeontological objects and meteorites among the categories that may not be exported without a permit; Australian-type specimens, opalised fossils, meteorites found in Australia and significant vertebrates need one, and the Ministry can refuse. Ordinary commercial fossils below the significance and value thresholds are exported routinely.
Opalised fossils from Lightning Ridge and Coober Pedy are legally mined and sold under the state opal-mining regimes, and are the most common Australian fossils in the international trade; a receipt from the miner or the dealer is the provenance document. Meteorites found in Western Australia and South Australia belong to the state museum by statute.
